A person’s residence is the place where their personal belongings are permanently located and to which they always return after an absence. This could be a street address or a physical location.
Factors in Determining Residency for Voter Registration Purposes

• Where the person receives personal mail
• Where the person is licensed to drive
• Where the person registers motor vehicles for personal use
• Where any immediate family members of the person reside
• The address from which the person pays for utility services
• The address from which the person files any federal or state income tax returns

Residence Address of Homeless

• The residence address of a homeless person shall be any place within the county describing the physical location of the person
• The mailing address of a homeless person may be the County Elections Office
